Here's the honest, straightforward version of how it works — no shortcuts, no loopholes, just what it actually is.

What it normally covers

Labor accident insurance (労災保険) is Japan's system for compensating workers injured or made ill because of their work. It's ordinarily tied to being someone's employee — your employer enrolls you and pays the premiums.

Special enrollment (特別加入) for the self-employed

Certain categories of freelancers and small business owners — including delivery drivers, construction trades, and others — can opt into a "special enrollment" scheme and pay premiums themselves, usually through a registered handling association (組合). This is a legitimate, government-run program, not a loophole. It exists because self-employed people doing physically risky work otherwise have no safety net if they're injured on the job. If you want to layer on an extra, low-cost safety net alongside it, something like a regional mutual-aid plan (県民共済 / Kenmin Kyosai) can add coverage for roughly ¥1,000 a month — worth comparing options rather than assuming special enrollment alone is your only choice.

What it's for
This system exists to protect people who genuinely get hurt doing physically demanding freelance work — not as a way to generate income. Claims are reviewed, and a pattern of implausible or exaggerated claims puts the whole special-enrollment scheme at risk for everyone who genuinely relies on it.
